Brazil Makes Preliminary Anti-Dumping Ruling on Polyether Polyols from China

On July 30, 2024, the Ministry of Development, Industry, Trade and Services / Secretariat of Foreign Trade of Brazil (Ministério do Desenvolvimento, Indústria, Comércio e Serviços/Secretaria de Comércio Exterior) issued Announcement No. 37 of 2024, making a preliminary affirmative determination against polyether polyols originating from China, with a molecular weight between 300 and 4,500 grams/mol and a purity of not less than 90%, including polyether polyol mixtures with a concentration of not less than 90% (in Portuguese: polióis poliéteres com peso molecular entre 300 e 4.500 g/mol e grau de pureza igual ou superior a 90%, incluindo as blendas que atendam a um grau mínimo e inclusive de 90% de concentração dos polióis poliéteres incluídos no escopo), but it decided not to impose provisional anti-dumping duties for the time being. The product involved in the case has the Mercosur tariff number 3907.29.39. The announcement took effect from the date of publication. The final determination is expected to be made before November 5, 2024.

 

On January 5, 2024, Brazil initiated an anti-dumping investigation on polyether polyols and polyether polyol mixtures originating from China and the United States. The dumping investigation period for the case was from April 2022 to March 2023, and the damage investigation period was from April 2018 to March 2023.
